Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.

Summary

On May 21, 2019, at approximately 8:35 p.m., [redacted] was inside her apartment, located at [redacted], in Manhattan, when PO Martin Rowley and PO Ricardo Nuesi of PSA 4, knocked on her door and informed [redacted] that they were there to perform a wellness check. [redacted] cracked open her door and called her counselor, [redacted] (last name unknown), and spoke to her on speakerphone. [redacted] informed [redacted] that she had called NYC Well and requested a wellness check because she had not heard from [redacted] in over three hours. [redacted] attempted to shut her door, but PO Rowley placed his foot in the door and PO Nuesi placed his asp in the door to prevent it from closing (Allegation A and B: Abuse of Authority – Entry of Premises, [redacted]). PO Rowley told [redacted] to let him come inside otherwise he would call EMS and have them drag her out of her apartment (Allegation C: Abuse of Authority – Threat re: removal to hospital, [redacted]). PO Rowley told [redacted] to step back from the door and then forcibly pushed the door open as he entered the apartment, causing the door to hit [redacted] and knock her to the ground (Allegation D: Force Physical force (pushed/shoved), [redacted]). [redacted] was recording on her cellphone when PO Rowley pushed her over with the door (Allegation E: Abuse of Authority Interference with recording, [redacted]). PO Rowley and PO Nuesi entered [redacted] apartment and explained to [redacted] that she had to be evaluated because of the way the call came in (Allegation F: Abuse of Authority – Threat re: removal to hospital, [redacted]). PO Michael Moran and PO Daniel Halligan, of PSA 4, responded several minutes later but remained in the hallway outside of [redacted] s apartment.
