At approximately 8:45 a.m. on April 21, 2019, [redacted] called the 112th Precinct stationhouse in order to make a complaint against NYPD officers. Police Officer Olivia Windisch of the 112th Precinct answered the phone, and when [redacted] explained the substance of her complaint (which is the subject of CCRB #[redacted]) Police Officer Windisch allegedly stated, "Sounds like you need to speak to CCRB." [redacted] then heard Police Officer Windisch speak with her supervisor, Sergeant Kenneth Snipp of the 112th Precinct. Police Officer Windisch then told [redacted] the phone number for the CCRB, told her that the CCRB would be able to give [redacted] the shield number of the officers involved, and then ended the call without offering to take [redacted] s complaint (Allegation A: Abuse of Authority – Refusal to process civilian complaint, [redacted]).
