Summary

On June 27, 2019, at approximately 1:05 a.m., in the vicinity of East 8th Street between Broadway and Lafayette Street in Manhattan, [redacted] got into a dispute with [redacted] who were attempting to park a truck in a garage at that location. [redacted] called 911 and reported both that the truck had struck him and that a [redacted] had struck him. Police Officers Zachary Marsar, Thomas Doyle, Ryan White, and James Murray, all from the 9th Precinct, responded to the scene. PO Marsar, PO Doyle, PO White, and PO Murray allegedly refused to provide their shield numbers to [redacted] (Allegations A-D: Abuse of Authority, [redacted]). After [redacted] asked the officers why he could not press charges against the [redacted], PO Marsar allegedly poked [redacted] four times with his fingers above [redacted]s collarbone (Allegation E: Force, [redacted]). After [redacted] made a remark threatening at least one officer, and both PO Marsar and another officer told [redacted] that he could be arrested (Allegation F: Abuse of Authority, [redacted]; Allegation G: Abuse of Authority, officer(s) unidentified).
