On June 26, 2019 at approximately 10:00 p.m., [redacted] accompanied her father, [redacted] to remove [redacted] from the emergency room because she believed [redacted] was recording on her phone. Police Officer Kevin Cox of the 46th Precinct responded. On three occasions, PO Cox took [redacted]'s phone from her hand and ended her call. (Allegation A —Discourtesy, [redacted])
