On July 13, 2019, at approximately 6:20 p.m. [redacted] was a bystander at the scene of an officer-involved vehicle accident at the intersection of West 96th Street and Broadway in Manhattan. [redacted] was filming a video of the scene on his cellphone when Detective Michael Mannese from ESS 2 pushed him (Allegation A: Force: [redacted]). Det.
