On February 1, 2019, at approximately 8:30 AM, [redacted] was terminated from his employment [redacted]. A manager told [redacted] to return his work identification. [redacted] began to leave [redacted] without returning his work identification. [redacted] security guards and Lt. Salvatore Mannino, of Transit Bureau District 33, followed [redacted] to the hospital's main lobby. Lt. Mannino allegedly told [redacted] "Give him the ID, otherwise we will arrest you” (Allegation A—Abuse of Authority [redacted]). [redacted] provided his [redacted] identification to a security guard and left.
