On August 2, 2019, at approximately 2:15PM, [redacted] exited the subway at the Fulton Street Subway Station in Manhattan. [redacted] went up the escalator to street-level and saw Police Officer Jessica Ruotolo, Sergeant William Knipper, Police Officer Evan Mele, Police Officer Richard Narciso, Police Officer Luigi Tirro and other officers holding down an unidentified black male, CV1, at the corner of the station. The officers placed CV1 into a patrol vehicle. [redacted] inquired whether he was getting medical attention. PO Ruotolo approached [redacted] and asked her if she knew CV1.
