At approximately 2:40 p.m. on August 21, 2019, [redacted] was working at [redacted] when he saw Lt. Daniel Priber of Transit Bureau Anti-Terrorism Unit escorting [redacted] toward the psychiatric department by what he described as an improper hold on her handcuffed arms (Allegation A – Force – Physical force; [redacted] overheard Lt.
