Summary

At approximately 10:00 p.m. on September 13, 2019, several officers from PSA 1, including Police Officer Yuen Tian and Sergeant Melanie Minott, arrested [redacted] at [redacted] in Brooklyn. They transported [redacted] to the 61st Precinct stationhouse for arrest processing. They presented him to the desk officer, Sergeant Thomas Rodriguez of the 61st Precinct. Police Officer Tian recovered a small plastic bag containing alleged heroin from [redacted] at the front desk. Sergeant Minott then directed Police Officer Tian and at least one other officer to strip-search [redacted] (Allegation A: Abuse of Authority – Strip search, [redacted]). No further contraband was found during the subsequent strip search. [redacted] asked Police Officer Tian and Sergeant Rodriguez to be taken to the hospital to receive medication for a chronic medical condition. Neither officer obtained medical attention for [redacted] (Allegations B and C: Abuse of Authority – Refusal to obtain medical attention, [redacted]) was eventually charged with [redacted] (Board Review #01).
