Summary

On November 1, 2019, the night of the Halloween Parade, at approximately 1:00 AM, [redacted] was in the vicinity of [redacted] in Manhattan with three acquaintances. When [redacted] attempted to verbally dissuade one of his acquaintances from fighting with a stranger, Police Officer Daniel Caparelli of PSA 4 approached them.
