On November 29, 2019, at approximately 2:45 a.m., PO Ganesh Persaud and PO Andrew Cottone responded to a call for medical assistance by [redacted] at [redacted] in Queens. [redacted] refused to accompany EMS workers to an ambulance, and PO Persaud and PO Cottone removed [redacted] from her apartment (Allegation A: Abuse of Authority exonerated) (Allegation B: Abuse of Authority – exonerated). [redacted] was transported by ambulance to [redacted] while PO Persaud rode in the ambulance with [redacted]. En route, PO Persaud stated that [redacted] "is crazy," and when [redacted] stated that PO Persaud kicked her, PO Persaud replied with "good" (Allegation C: Offensive Language - substantiated) (Allegation D: Discourtesy – substantiated).
[redacted] arrived at [redacted] and was brought inside by PO Persaud, PO Cottone, and EMTS. While [redacted] was being triaged, she asked PO Persaud for his name and shield number, neither of which PO Persaud provided (Allegation E: Abuse of Authority - substantiated) (Allegation F: Abuse of Authority – substantiated). PO Persaud repeatedly made comments based on his perception of [redacted] mental disability, and stated that [redacted] had "problems," and "deficiencies," and called her a "sick woman," "mentally sick," and a "mental person" (Allegation G: Offensive language – substantiated). PO Persaud also made comments regarding [redacted] religion, and stated that since [redacted] did not like gay people, Jewish people, or Muslim people, she should watch out as [redacted] is a "Jewish hospital." PO Persaud told [redacted] that if she did not change the way she acted, Jesus will not love her, and stated, "This is a Jewish hospital and she does not like Jews, so she is in the wrong place" (Allegation H: Offensive language - substantiated).
