On December 13, 2019 at approximately 5:30 PM inside of the United States Post Office at 315 Empire Boulevard in Brooklyn, Sergeant Keith Cheng refused to provide his name to [redacted] (Allegation A: Abuse of Authority, [redacted]). Sgt. Cheng then dragged [redacted] while handcuffing her (Allegation B: Force, [redacted]) was injured in the altercation that led to her arrest. Sgt.
