On December 10, 2019, at approximately 8:10PM, Police Officer Jose Pichardo, from the City-Wide Traffic Task Force, was directing traffic at the intersection of [redacted] in Manhattan. [redacted] attempted to make a left turn at the intersection. PO Pichardo allegedly approached [redacted]'s car, grabbed [redacted] by the neck, and restricted [redacted]'s breathing (Allegations A and B: Force, [redacted]). An unidentified officer arrived and allegedly threatened to arrest [redacted] (Allegation C: Abuse of Authority, [redacted]).
