At approximately 11:15 a.m. on January 30, 2020, in the vicinity of 8th Avenue and West 42nd Street, Manhattan, [redacted] was biking northbound on 8th Avenue. [redacted] was riding in the left most lane of traffic, next to the bicycle lane but no in it. [redacted] crossed West 42nd Street as the light was turning red. PO Frank Menna of the 14th Precinct was standing in the second lane of traffic on 8th Avenue. PO Menna told [redacted] to stop and [redacted] began slowing down. PO Menna grabbed [redacted] s right shoulder and [redacted] fell off his bicycle (Allegation A: Force, [redacted]). PO Menna asked [redacted] for his ID.
