On February 7, 2020, at approximately 11 p.m., [redacted] was driving with [redacted] and [redacted] when Police Officers Galo Lopez and Timothy Foder, both of SRG 5, pulled him over on Castleton Avenue between Nicholas Avenue and Grove Place (Allegation A: Abuse of Authority, [redacted]). PO Lopez asked [redacted] if he had been drinking alcohol (Allegation B: Abuse of Authority, [redacted]). PO Lopez allegedly prevented [redacted] from recording the interaction by telling [redacted] that he could not hold his phone (Allegation C: Abuse of Authority, [redacted]). PO Lopez threatened to arrest [redacted] (Allegation D: Abuse of Authority, [redacted]). [redacted] agreed to take a preliminary breath test, the results of which indicated that he had no blood alcohol content.
