At approximately 5:00 p.m. on September 13, 2019, [redacted] traveled to the 121st Precinct stationhouse on Staten Island to report an assault. He encountered several uniformed officers, including Police Officer James Barbee, Police Officer Steven Cosentino and Police Officer James Moussa, in front of the stationhouse. The officers told [redacted] that he had to go to the hospital (Allegation A: Abuse of Authority – Forcible removal to the hospital, [redacted]).
