Summary

On March 19, 2020, at approximately 4:30 p.m., [redacted] doubled parked his Gray 2020 Honda Accord with tinted windows in front of [redacted] in the Bronx to pick up his wife, [redacted]. While waiting for [redacted], Police Officer Kieran Brennan and Police Officer Ryan Lopez pulled up behind [redacted]s vehicle. PO Brennan requested [redacted]s driver license, which [redacted] provided. PO Brennan asked [redacted] "Is there a reason why I should search your car. Are you hiding something in there?" (Allegation A: Abuse of Authority – Question: [redacted]) Right after, PO Brennan asked [redacted] to exit the vehicle and searched [redacted]s vehicle, including a backpack that was on the front passenger seat (Allegation B: Abuse of Authority – Vehicle Search: [redacted]).
PO Brennan exited [redacted]s vehicle and showed [redacted] a bag of marijuana that he recovered from inside. PO Brennan instructed [redacted] to go back to the vehicle and to open the trunk. On his way back to the vehicle, [redacted] pulled out his cellphone to take a photo of PO Brennan and PO Lopez, but PO Brennan and PO Lopez allegedly attempted to stop [redacted] by pushing him towards his vehicle as they said, "Get in the car. Get in the car." [redacted] told the officers that he wanted their names, which neither officer provided or allowed him to photograph.
