On May 20, 2020, at approximately 10:45 P.M., Lt. Favio Quizhpi, PO Godwin Ngai, PO Ibrahim Adam, and PO Abir Noor, all assigned to PSA 2, stopped the U-Haul truck that [redacted] was driving (Allegations A, B, C, and D, Abuse of Authority: [redacted]) pulled over in front of [redacted] where he and his passenger, [redacted] worked for the non-profit organization [redacted] and where their supervisor, [redacted] was standing outside. Officers told [redacted] and [redacted] to exit the vehicle, after which PO Ngai frisked and searched [redacted] (Allegations E and F, Abuse of Authority: [redacted]) and PO Adam frisked [redacted] (Allegation G, Abuse of Authority: [redacted]). PO Adam and PO Noor then searched the front and back of the U-Haul (Allegations H and I, Abuse of Authority: [redacted]. PO Noor allegedly refused to provide [redacted] with his shield number (Allegation J, Abuse of Authority: [redacted]). Lt.
