Summary

On June 14th, 2020, at approximately 7:15pm, [redacted] was at her home located at [redacted] in Manhattan. [redacted]s neighbor, [redacted] called 911 after observing a group of unknown individuals sitting on a [redacted]Is father's car. Police Officer Daniel Halligan and Police Officer Stephen Bartels, both of PSA 4, responded to the location. During the course of the incident, [redacted] received an incoming call from PO Halligan, and [redacted] who was at [redacted]s apartment, answered [redacted]Is phone. PO Halligan requested [redacted] come downstairs to observe the situation. [redacted] refused and asked PO Halligan, "What is your name and badge number because I'm going to make a complaint."
