Summary

On September 29, 2020, at approximately 11:23 a.m., at the intersection of Williams Avenue and Sutter Avenue in Brooklyn, [redacted] was taking out trash while at work as a New York City Housing Authority (NYCHA) employee. Police Officer Abir Noor and Police Officer Godwin Ngai, both of Police Service Area 2 (PSA 2), drove past [redacted] in an unmarked police vehicle. PO Noor allegedly said to [redacted] "What's up faggot?" (Allegation A: Offensive Language, [redacted]). The officers parked their vehicle on Sutter Avenue outside of the PSA 2 stationhouse. PO Ngai allegedly began to take his shirt off and asked [redacted] if he wanted to fight (Allegation B: Abuse of Authority, [redacted]).
