Summary

On December 7, 2020, at approximately 1:03 a.m., in front of 915 Sutter Avenue in Brooklyn, Sergeant Sean Gaynor and Police Officers Griffin Rosen, Nicholas Salvadori, and Jason Kwan, all from PSA 2, stopped [redacted]s vehicle as he and his girlfriend, identified only as [redacted] were sitting in a no-parking zone (Allegation A: Abuse of Authority, [redacted]). Sgt. Gaynor frisked and allegedly searched [redacted] (Allegations B–C: Abuse of Authority, [redacted]). Sgt. Gaynor supervised a search of [redacted]s vehicle (Allegation D: Abuse of Authority, [redacted]). Sgt. Gaynor allegedly interfered with [redacted]s ability to record by removing his cellphone from his hand (Allegation E: Abuse of Authority, [redacted]). PO Rosen, PO Kwan, and PO Salvadori allegedly refused to provide business cards to [redacted] (Allegations F-G: Abuse of Authority, [redacted]; Allegation H: Abuse of Authority, [redacted]). PO Kwan and PO Salvadori refused to provide their names and shield numbers to [redacted] (Allegations I-J, [redacted]; Allegations K-L: Abuse of Authority, [redacted]). Sgt. Gaynor twice told [redacted] to "shut the fuck up" (Allegation M: Discourtesy, [redacted]). PO Rosen, PO Salvadori, and PO Kwan allegedly told [redacted] to "shut the fuck up" (Allegations N-O: Discourtesy, [redacted]; Allegation P: Discourtesy, [redacted]). Sgt. Gaynor allegedly called [redacted] a "pussy" (Allegation Q: Offensive Language, [redacted]; Allegation R: Discourtesy, [redacted]). Sgt. Gaynor allegedly slammed [redacted]s car door into his body several times (Allegation S: Force, [redacted]). Sgt. Gaynor allegedly seized [redacted]s car keys and ID (Allegation T: Abuse of Authority, [redacted]). The officers did not arrest or summons [redacted] or [redacted].
Sgt. Gaynor has since been reassigned to the Harbor Unit, and PO Kwan had been reassigned to Gun Violence Suppression Division Zone 1. PO Salvadori is no longer a member of the NYPD. Read report for details.
