Summary

On January 19, 2021, at approximately 5:55 p.m., Police Officers Taylor Corcoran and Steve Torres of the 75th Precinct responded to a "crimes in progress" job regarding [redacted] who was intoxicated inside [redacted] in Brooklyn. After arriving on the scene, PO Corcoran and PO Torres attempted to communicate with [redacted] but due to his level of toxicity, [redacted] was not speaking properly. [redacted] and [redacted] who were in the lobby of the [redacted] attempted to assist the officers in speaking to [redacted] It was then when PO Torres allegedly used profanity towards [redacted] by saying, "Get the fuck out of here," and, "Mind your fucking business" (Allegation A: Discourtesy, [redacted]). PO Torres then grabbed the front of [redacted] jacket and pushed him (Allegation B: Force, [redacted]). It was also alleged that PO Torres tackled [redacted] to the floor, punched him, and dragged him across the lobby floor (Allegation C: Force, [redacted]).
Minutes after, Sergeant Richard Elliot, and Police Officers Sean Bauer, Justin Puccia, and James Murphy all from the 75th Precinct responded to the scene.
At that point, PO Torres and other officers allegedly used unspecified profane language while instructing [redacted] to move away (Allegation D: Discourtesy, [redacted]). PO Torres then allegedly placed his hand on [redacted] shoulder and pushed him backward (Allegation E: Force, [redacted]). [redacted] was then placed in a patrol vehicle and taken to the stationhouse.
