Summary

On February 4, 2021, at approximately 10:50 p.m., [redacted] double parked his vehicle in front of City Fresh Market located at 2212 3rd Avenue in Manhattan to answer a phone call. PO Henry Gregorek and PO Denise Jones, both of the 25th Precinct, stopped [redacted] vehicle for double parking (Allegations A, B: Abuse of Authority, [redacted]). After approximately 10 minutes, [redacted] was released, and no summons or arrest resulted.
Approximately 10 minutes later, [redacted] went to the 25th Precinct stationhouse to file a complaint about the officers. [redacted] spoke to PO Matthew Sichel of the 25th Precinct at the front stationhouse desk. PO Sichel provided [redacted] with the phone number for IAB and at no point offered to take [redacted] complaint at the stationhouse (Allegation C: Abuse of Authority, [redacted]).
