Summary

On December 2, 2020, at approximately 1:41am, [redacted] drove his vehicle from his mother's house, located at [redacted] in Queens and turned right onto Douglaston Parkway. Two officers, PO Dean Kekovski and PO Robert Geyer of the 111th Precinct, observed [redacted] vehicle travelling at a high rate of speed. PO Kekovski stated he smelled the odor of marijuana coming from the vehicle. PO Kekovski pulled [redacted] over at the intersection of Thornhill Avenue and Douglaston Parkway in Queens. PO Kekovski and PO Geyer approached his vehicle (Allegation A: Abuse of Authority—Vehicle Stop, [redacted] Allegation B: Abuse of Authority-Vehicle Stop, [redacted] operated the vehicle and his friends [redacted] and [redacted] rode with him as passengers. PO Kekovski requested [redacted] identification, registration, and license. [redacted] complied, giving PO Kekovski his identification, and searched for his insurance card on his phone.
While [redacted] looked for his insurance card, he and PO Kekovski argued about whether [redacted] had smoked marijuana prior to driving his vehicle, during which PO Kekovski stated, "you better relax my man before I rip you out of the car in two seconds and throw cuffs on you" (Allegation C: Abuse of Authority-Threat of Force, [redacted] Allegation D: Abuse of Authority- Threat of Arrest, [redacted] PO Kekovski then asks for [redacted] insurance card. [redacted] stated he was still looking for it.
