Summary

At approximately 1:41 p.m. on June 17, 2021, [redacted] was sitting in a parked vehicle in front of [redacted] in Brooklyn. The vehicle was registered to his mother, [redacted] was not present at the time. Sergeant John Filippi, Police Officer Paul Casale and Police Officer Daniel Smith of the 70th Precinct approached [redacted]. They informed him that he was the subject of an open I-card issued by the 103rd Precinct and that they were placing him under arrest. The officers asked [redacted] to exit the vehicle. After [redacted] stepped outside, Sergeant Filippi threatened to use a Taser against [redacted] (Allegation A: Abuse of Authority – Threat of force, [redacted]). He also allegedly punched him several times on his left hand (Allegation B: Force – Physical force, [redacted]). The officers placed [redacted] in handcuffs. Several civilian bystanders, including [redacted] s parents, [redacted] and [redacted] and his niece [redacted] gathered around [redacted] as he was arrested. The officers transported [redacted] to the 70th Precinct stationhouse.
