On July 18, 2021, at approximately 1:00 p.m., PO Israel Alcantara and PO Bianery Garcia of PSA 6 responded to a dispute involving [redacted] and his neighbor at [redacted] in Manhattan. Later that day, around 3:00 p.m., [redacted] saw PO Alcantara and PO Garcia in a police vehicle parked near his building. [redacted] began speaking to them, but PO Garcia rolled up her window. [redacted] then knocked on the vehicle window. The officers drove away but then reversed and approached [redacted]. PO Alcantara asked [redacted] if he touched the police vehicle and allegedly said he should have arrested [redacted] (Allegation A: Abuse of Authority: [redacted]).
