Summary

On December 13, 2021, at approximately 9:40 AM, Sgt. Raymond Tomins of the Regional Fugitive Task Force (then assigned to Brooklyn North Warrants), with Det. Robert Koehler of Brooklyn North Warrants, Criminal Investigator Sandy Rhao of the United States Marshals Service, Investigator Thomas Kam of the New York State Department of Corrections and Community Supervision, and additional, unidentified personnel from the United States Marshals Service, entered [redacted] in Brooklyn (Allegations A and B: Abuse of Authority, Unsubstantiated). Also present were Det. Pedro Nieves and Det. Harry Hughes of Brooklyn North Warrants. This team of law enforcement officers was present in order to apprehend [redacted] who had committed an unknown parole violation, and for whom a parole warrant had been issued (Board Review 01).
Present in the apartment at the time were [redacted] and [redacted] -old [redacted] Sgt. Tomins and Det. Koehler allegedly pointed guns at [redacted] and [redacted] (Allegations C and D: Force, Unsubstantiated).
