On December 10, 2021, [redacted] called 911 in front of the restaurant located at 8290 Broadway in Queens to report that he had been physically assaulted by the restaurant staff. Police Officer Ferry Oscar and Police Officer Tresha Pharsi of the 110th Precinct responded to the location. [redacted] speaks Cantonese and was not proficient in English. PO Pharsi spoke to [redacted] by utilizing a Cantonese interpreter provided by the Language Line over the phone, while PO Oscar spoke with the restaurant owner. [redacted] asked the officers to take him inside the restaurant so he could identify his assailants, but the officers refused. PO Oscar and PO Pharsi called an ambulance to the location. When it arrived, [redacted] told the officers "No!", in English. PO Oscar and PO Pharsi grabbed [redacted] by the armpits and escorted him on to the ambulance.
