Summary

On February 2nd, 2022, at approximately 11 PM, [redacted] was with his girlfriend, [redacted] in their apartment located at [redacted] in Staten Island, when they got into an argument after they had been drinking. [redacted] called 911 and said that [redacted] was attacking him. PO Richard Defrancesco and PO Besmir Sejdaras, both of the 122nd Precinct, arrived. PO Defrancesco told [redacted] "So, she threw a pillow at you or some shit?" and, "Every time I come here, I get the same goddamn shit" (Allegation A: Discourtesy, [redacted]). PO Defrancesco told [redacted] that if the officers had to come back to the location, then everybody was going to jail (Allegation B: Abuse of Authority, [redacted]). EMS arrived at the apartment. [redacted] and [redacted] agreed to separate from each other and the officers and the EMTs left. While PO Defrancesco and PO Sejdaras were sitting in their vehicle outside, [redacted] approached them and told them that she did not feel safe with [redacted] and he would not leave her alone. PO Defrancesco and PO Sejdaras returned to the apartment and removed [redacted] to [redacted] Hospital for intoxication (Allegations C and D: Abuse of Authority, [redacted]).
