On December 17, 2021, at approximately 10:30 p.m. at the northeast corner of Store Avenue and Havemeyer Avenue in the Bronx, [redacted] and [redacted] were stopped by Police Officer Alfred Rugel and Police Officer Handriel Torres after receiving positive identification from a witness who alleged that [redacted] and [redacted] had broken a store window with an axe. Police Officer Torres approached [redacted] and [redacted] with his firearm drawn (Allegations A: Abuse of Authority, [redacted]) and allegedly pointed his firearm at [redacted] and [redacted] (Allegations B and C: Abuse of Authority, [redacted]). [redacted] and [redacted] were subsequently placed under arrest.
