Summary

On June 13, 2022, at approximately 8:30 a.m., [redacted] and his children's mother, [redacted] got into a dispute at [redacted] in Brooklyn. [redacted] left the building with their children while [redacted] spoke to officers who were across the street. Police Officer Robert Felts and Police Officer Vadim Medvedev of the 67th Precinct arrived. The officers determined that it was a domestic dispute but that there was no assault involved, so [redacted] was not considered under arrest. PO Felts discovered that [redacted] had an active I-Card. [redacted] returned to [redacted] and PO Felts attempted to handcuff him using force (Allegation A, Force, [redacted]). PO Felts pulled out his taser and pointed it at [redacted] multiple times (Allegation B, Abuse of Authority, [redacted]). The officers handcuffed [redacted] and informed him that he had an open I-Card (Allegation C, Abuse of Authority, [redacted]). The officers later determined that the I-Card was not active and let [redacted] go. [redacted] asked to make a complaint of assault against [redacted]. The officers had already taken a complaint from [redacted] and told [redacted] they would not make another.
