Summary

At approximately 8:30 p.m. on August 26, 2022, [redacted] was walking to a grocery store when an unmarked police vehicle pulled directly in front of him, stopping him at the intersection of Utica Avenue and Midwood Street, Brooklyn. Lt. Timothy Brovakos of the 71st Precinct and an unknown officer exited the vehicle and approached [redacted] (Allegation A: Abuse of Authority - [redacted]). Lt. Brovakos began frisking [redacted] touching his torso, legs, and ankles (Allegation B: Abuse of Authority - [redacted]). Nothing was recovered from [redacted]'s person. Lt. Brovakos and the unknown officer then reentered their police vehicle and left the incident location, without providing [redacted] with their business cards (Allegation C: Abuse of Authority - [redacted]). No arrests or summons were issued. The investigation was unable to determine Lt. Brovakos' partner, who assisted in stopping [redacted] and who did not provide a business card at the conclusion of the incident (Allegations D and E: Abuse of Authority - [redacted]). Approximately 30 seconds after being stopped by Lt.
