On September 8, 2022, at approximately 2:53 p.m., [redacted] was stopped by PO Dominic Darrigo and Lt. Florin Kuka of the 121st Precinct, as he drove down Trantor Place in between Innis Street and Hooker Place in Staten Island (Allegation A: Abuse of Authority, [redacted]). PO Darrigo approached the driver side of the vehicle and told [redacted] "Stop the car or I'll fucking shoot you. Stop the fucking car" (Allegation B: Abuse of Authority, [redacted]) (Allegation C: Discourtesy, [redacted]). [redacted] was then instructed to exit the vehicle and PO Darrigo frisked and searched him (Allegations D & E: Abuse of Authority, [redacted]). PO Darrigo then asked [redacted] if he wanted to go back to the stationhouse (Allegation F: Abuse of Authority, [redacted]). PO Darrigo made various discourteous remarks towards [redacted] during their interaction (Allegation G: Discourtesy, [redacted]). PO Darrigo and Lt. Kuka then threatened to take [redacted] back to the stationhouse (Allegations H & I: Abuse of Authority, [redacted]).
