On October 1, 2021, at approximately 5:43 PM, [redacted] was driving down Bay Street, a single-lane road in Staten Island, when she passed approximately three vehicles stopped at the intersection of Bay Street and Fingerboard Road on the right-hand side. Officer Joah Pagan stopped [redacted] vehicle and issued her a summons for unsafe passing. [redacted] a Black woman, alleged that PO Pagan was racist because two other vehicles passed on the right-hand side immediately behind her and were not stopped. On October 27, 2022, at approximately 2:30 p.m., PO Pagan and [redacted] provided testimony at a virtual hearing regarding the summons that [redacted] received on October 1, 2021.
