On November 17, 2022, at 2:50 p.m., PO Leana Dieken and PO Quratulain Chughtai, both of the 68th Precinct, stopped the vehicle [redacted] son, [redacted] was driving at the intersection of 6th Avenue and 74th Street in Brooklyn (Allegations A, B: Abuse of Authority, [redacted]).
At one point, PO Dieken said to [redacted], "Okay, maybe you should lose the attitude and learn to speak like an adult" (Allegation C: Discourtesy, [redacted]). PO Dieken requested an officer to the scene with a window tint reader and PO Joseph Power, of Brooklyn Field Intelligence (who has since been promoted to Detective), responded to the scene. PO Power threatened to arrest [redacted] (Allegation D: Abuse of Authority, [redacted]). PO Dieken allegedly said to [redacted], "Get back in the fucking car" (Allegation E: Discourtesy, [redacted]).
[redacted] alleged that PO Power grabbed him by the arm, pushed him inside of his vehicle, and slammed the car door on his arm in a discourteous manner (Allegation F: Force, [redacted]) (Allegation G: Force, [redacted]) (Allegation H: Discourtesy, [redacted]).
PO Power then said to [redacted], "You are not free to leave and you are not free to get out of the car. Okay? Sit in the car and be a good boy" (Allegation I: Abuse of Authority, [redacted]) (Allegation J: Discourtesy, [redacted]). PO Power allegedly then turned off PO Dieken's BWC (Allegation K: Abuse of Authority, [redacted]).
PO Power allegedly told [redacted], "I'm going to tell everyone that you're a snitch, and you'll see what happens to you" (Allegation L: Abuse of Authority, [redacted]).
