On June 1, 2023, at approximately 12:10 AM, PO Jeffrey Minaya and PO Devon Ruiz of PSA 1 were outside of [redacted] in Brooklyn and were approached by an individual who informed them that [redacted] was lying unresponsive outside of the building. PO Minaya and PO Ruiz approached [redacted] called for EMS to respond to the scene, and EMS personnel informed [redacted] that he was going to the hospital, which he refused. PO Minaya threatened to arrest [redacted] and pushed him (Allegation A – Abuse of Authority: [redacted]) [redacted] (Allegation B - Force: [redacted] PO Ruiz stated, "Either go to the hospital or you're getting tased, bro," (Allegation C – Abuse of Authority: [redacted] entered the building, and PO Minaya and PO Ruiz entered the building and approached [redacted] Officers allegedly surrounded [redacted] and punched him in the face approximately ten times (Allegation D – Force: [redacted] PO Minaya grabbed [redacted] by the arm, threw him into PO Ruiz, and PO Minaya handcuffed [redacted] (Allegation E – Force: [redacted] was escorted to an ambulance where PO Ruiz frisked and searched [redacted] and PO Minaya frisked him (Allegations F, G, and H – Abuse of Authority: [redacted] was removed to [redacted] Hospital (Allegations I and J – Abuse of Authority: [redacted] PO Minaya and PO Ruiz did not offer or provide [redacted] with a business card (Allegations K and L – Abuse of Authority).
