On November 2, 2023, at approximately 10:04pm, [redacted] waited for the bus near the intersection of New Lots Avenue and Dumont Avenue in Brooklyn. [redacted] had just left his godmother, [redacted] home, located two blocks away at [redacted]. Sergeant Sandeep Thomas, Detective James Argila, and Police Officers Sergio Castillo and Joseph Reyes, all of the 75th Precinct, drove past [redacted] in an unmarked police vehicle. Sgt. Thomas and PO Castillo stopped [redacted] and [redacted] fled for approximately two blocks to [redacted] in Brooklyn, and ran up the stairs to the [redacted] floor (Allegation A, B: Abuse of Authority, Substantiated). Upon reaching [redacted], both PO Castillo and PO Reyes frisked [redacted] left, exterior jacket pocket, and PO Reyes frisked [redacted] right, exterior coat pocket (Allegation C: Abuse of Authority, Unable to Determine, Allegations D-E: Abuse of Authority, Substantiated).
