At 4:45 p.m., on April 23, 1996. [redacted] was on 215 East 161st. Street, the Bronx. [redacted] said that officers' Keating and Maloney were escorting a prisoner to the court house. Officers Keating and Maloney came up to him and said "hey you, what the fuck are you doing?", "get the fuck off the car are you out of your fucking mind." [redacted] said that the officers did not have to speak to him like that. He apologized to officers Keating and Maloney for laying on the police car. [redacted] said that one officer said "get the fuck out of here, you better take a fucking walk before I lock you up." [redacted] said that officers' Keating and Maloney threatened to lock him up. He told them that they had no reason to lock him up and the officers said that they would make something up. He told officers Keating and Maloney that he had the right to stand wherever he wants to stand. Officers Keating and Maloney said "if he spoke again, they would lock him up and to take a fucking walk." [redacted] said while officers' Keating and Maloney were getting in the car, they called him a "Black fuck."
