On 6/11/96 at approximately 9:00 PM, the complainant, [redacted] and a friend, [redacted] were riding their bicycles in Upper Manhattan. They had just come from the [redacted] Bronx over the 155th Street Bridge. (Encl. 2C) Near 151st Street, [redacted] came into contact with the four subjects, PO Morales, PO Robert, PO Webster and Sgt. DeEntremont. The four subjects were from the Street Crime Unit and were driving an unmarked vehicle. (Encl. 9) [redacted] claims that the driver of the police vehicle intentionally knocked him off of his bike with the car. Once [redacted] was on the ground, the police car pushed him along the pavement. PO Morales grabbed [redacted] by his hair and began to punch him in the ribs. [redacted] states that the officers ordered him into the car but he was unable as his legs had been injured during the fall. Two of the officers picked [redacted] up and threw him in the car. While [redacted] was in the car, the various officers punched him, pulled him by the hair, threatened him and used profanity. [redacted] was taken to the 32nd Precinct (Encl. 13D), then to [redacted] (Encl. 17) and then to the 25th Precinct. The officers contend that [redacted] was observed carrying a firearm. (Encl. 12) When the officers approached him, [redacted] fled. (Encl. 3F. 4E, 5D) The officers contend that [redacted] did fall off of his bike but it was because he was fleeing from the police.
Mr. Williams was charged with [redacted] (Encl. 7) The arrest was voided as no weapon was ever recovered. (Encl. 3H) [redacted] was treated at [redacted] on [redacted] (Encl. 17) and again by a private physician on [redacted] (Encl. 18) [redacted] filed a civil suit against the City in regards to the incident. The matter was settled out of court. [redacted] received a settlement for [redacted] (Encl. 23)
