On September 17, 1996 at approximately 8:30 A.M., PO Chell and PO Kenny pulled over a livery taxi in which [redacted] and another unknown passenger were riding to work. [redacted] was informed that the taxi will be held for a while and if she wants she could take another taxi. A verbal altercation occurred between PO Chell and [redacted] and she ended up getting arrested for [redacted]. Neither of the taxi driver or the other passenger was arrested. Read report for details.
