The location of occurrence borders on the 67th and the 70th precinct. The call originally went out to the 70th precinct. But, due to the nature of the call, PO Frisone of the 70th called for back-up. However, the day of occurrence was St. Patrick's Day, so the 70th was operating with a skeleton crew. Therefore, PO Frisone switched over to the 67th precinct and officers from this command responded to the scene.
The 911 call that brought the officers to 23rd and Claredon was a burglary in progress. When PO Frisone and Sullivan arrived they were told that there were three Black teen-agers who had taken off on foot. PO Sullivan and Frisone chased two of the teen-agers down to 25th and Claredon. Officers from the 67th remained on 23rd Street. According to PO Chell, the man who was being burglarized indicated that [redacted] was the third perpetrator. PO Chell and Kenny chased the complainant who was running horne, for her keys. PO Chell had to grab the complainant's arm to catch up to her. When he caught up to her, the complainant resisted. Eventually, she was handcuffed and brought in front the man who pointed her out. The victim said she was the wrong person. She asked PO Chell for his shield number and he provided it.
[redacted] provided the name of a witness, but he refused to come forward. PO Chell filled out a 250 in relation to this incident, but refused is written in the spot allocated for the victim's name. PO Chell's memobook has the following entry:
at 8:40 hours arrived (10-84) at East 23 and Claredon--
At T/P/O observed female Black running north on East 23rd toward Curteuyou Rd. Compliant, [redacted] stated that female was one of the perpetrators that burglarized his house. Cased female ½ block, stopped female and physically cuffed her. Further investigation revealed that she was not involved with the burglary, but did know one of the perpetrators. While, removing handcuffs female swung at PO and stated, "You think you're a tough guy." UF 250 prepared female refused to give ID and took PO's shield...
