Description: On September 11, 2019, plaintiff recorded his brother being attacked by NYPD officers while visiting the 75th Precinct. After plaintiff was falsely told by officers that recording was not allowed, plaintiff complied and attempted to leave the precinct. Nonetheless, plaintiff was tackled, handcuffed, and held face down while officers punched him in the back. The officers then shackled plaintiff's feet and stood on the shackles for an extended period of time, causing him extreme pain. Other officers who witnessed the ordeal laughed at plaintiff instead of intervening.
