While there, Defendant Blackett, a New York City police officer, who was already inside, appeared from behind a door with his pistol drawn and fired point blank at the Plaintiff's face. The Plaintiff was in the face and right eye with fragments from the discharged bullet. The Plaintiff fell to the ground bleeding, unable to see or hear. On December 21, 2013, Rose Carbone was on the way to the hospital in a car with her sister who was in need of emergency medical attention. During the drive, Carbone saw a marked police car and an ambulance near the intersection and pulled over to speak with P.O. John Redhead. Carbone was upset and seeking help for her sister who was bleeding from her head; her sister had slipped on ice and hit her head on concrete. John Redhead was rude, dismissive, and unhelpful. Carbone continued to try to seek assistance from Redhead. Redhead then placed Carbone under arrest for disorderly conduct and resisting arrest P.O. used excessive force in handcuffing her.
