Description: On July 12, 2013 at approximately 1:00 am, Ms. Pratt exited her residence at 377 Forbell Street, Brooklyn, NY. Upon exiting her premises, Ms. May observed Defendant Officer Andrew Hartman and an unnamed police officer had arrested and handcuffed her son, Howard May ("Mr. May"). Ms. May observed her son being fully compliant, handcuffed and subdued by the defendant officers. Without notice, the officers began to severely beat her son while handcuffed.
