Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

The owner was only not letting African American teenagers not sit in the location. Defendant Officers then arrived, ordered Plaintiff to leave the restaurant, threw out her food, and then slammed her on the ground and tightly handcuffed her. Plaintiff was arrested and charged with OGA, Resisting Arrest, and Trespass, which were later ACD'd.
