Description: On November 16, 2016, plaintiff Wade was approached by plain clothes PO Pac at the Brooklyn office of the United States Probation department and PO Pac informed plaintiff that he need to accompany him to 075 Precinct. Plaintiff Wade alleges that, without any probable cause or arrest warrant, plain clothes officers Pac, Russ, and Grant violently pulled his arms behind his back and handcuffed him, and was shoved and pushed into a patrol vehicle. Wade alleges he was not read his Miranda rights. Wade made several complaints about the handcuffs being too tight, however, none of the officers loosened the handcuffs and this caused Wade to sustain injuries.
