Description: On June 14, 2012, at approximately 6:00 p.m., Plaintiff was sitting in his vehicle and parked at the intersection of Ocean Avenue and Albermarle Road in Brooklyn, New York, when he saw Defendants Lt. Ferber, Sgt. Golden, and PO Robinson exit their unmarked vehicle and approach three black youths on the sidewalk and begin to frisk them. Plaintiff took photographs of the encounter with his cell phone. As the Defendants returned to their vehicle, Plaintiff commented to one of the youths to ask for a badge number or identification next time.
