Description: On September 11, 2015, as plaintiff was riding his bicycle to work, he chanced upon an abandoned bicycle frame. Plaintiff picked it up and was soon stopped by defendants. Defendants interrogated plaintiff and asked him where he had found the bicycle. Plaintiff explained that it had been left on the side of the road. Defendants then claimed that a warrant was out for plaintiff's arrest as they had recently received a 911 call alleging that someone was vandalizing a bicycle. Defendants thereafter searched plaintiff's backpack and, despite finding no contraband, arrested plaintiff. Plaintiff subsequently spent several days at Rikers Island, where he was denied basic necessities and access to his medication. The ch...
