Description: On March 8, 2012, Plaintiff K. Allen was walking on the street when he was stopped by Officer Dennis O’Sullivan and another unknown officer. Both officers were in civilian clothes. The officers asked Plaintiff K. Allen where he was going, and when he pointed across the street to his friend’s residence, he was thrown down to the pavement. The officers then proceeded to beat Plaintiff K. Allen, and other officers arrived to join in on beating Plaintiff K. Allen. Plaintiff K.
