Description: On February 4, 2014, plaintiff was detained in a cell after voluntarily surrendering. Plaintiff asked two officers to find his arresting officer so the plaintiff could request to make a call to his attorney. After hours of waiting, plaintiff tried to get an officer's attention by knocking on the door of his cell. Officer Brian Lukowsky and a captain came downstairs and told plaintiff to put his hands behind his back. Lukwosky and the captain then placed excessively tight handcuffs on the plaintiff.
