Description: On February 4, 2014, plaintiff was detained in a cell after voluntarily surrendering. Plaintiff asked two officers to find his arresting officer so the plaintiff could request to make a call to his attorney. After hours of waiting, plaintiff tried to get an officer's attention by knocking on the door of his cell. Officer Brian Lukowsky and a captain came downstairs and told plaintiff to put his hands behind his back. Lukwosky and the captain then placed excessively tight handcuffs on the plaintiff. Lukowsky placed the plaintiff in leg irons. Captain John Doe than punched plaintiff in the back and side. Lukowsky slammed plaintiff into a wall, pushed him into the door of the holding pen, slammed him into another ...
